Turn about is fair play?

Julia Ioffe wrote in the Atlantic the first of last year (jan-feb 2018) that Putin’s interference in our election, which may or may not have materially affected it, was Putin’s way of showing us that we were not the only ones who could effect regime change. He was thinking of Ukraine, Libya, and Syria.
While we may not be happy with Putin’s response, we do have to look at our efforts in those countries and, primarily for Putin, in Russia itself. She writes that numerous people close to Putin said he was strongly affected by Qaddafi’s manner of dying, watching the video over and over. Thus do we have to reckon with the emotions of the most hardened autocrat/dictator/authoritarian.
They have feelings, too.
